Earl Scheib brags about its ability to paint a car for less than $200. I've never had a car painted by Earl Scheib, so I can't comment on the quality of the work.
I'll stick with what I do know, and I know that if you already have a PC with an ATX case, 300 watt (or bigger) power supply, CD-ROM (or CD-R/RW, DVD, etc.) and a hard drive, I can help you build a kick-ass gaming PC for $237 dollars. If you need to buy a case, power supply, CD-ROM, and hard drive, well, you're going to spend a whopping $403.
The parts that count
Most games live in your processor, main system memory, and graphics card. The hard drive and CD-ROM drive are there just to feed those parts the data.
A faster hard drive will simply load your game levels faster, and a faster CD-ROM drive just loads your games onto your hard drive faster when you first install them.
The case keeps you from spilling the whole mess out on your desktop.
With this in mind, scrounge! Call every local computer store in your area. Hit Price Watch and shop at companies that offer super-cheap or free shipping. Don't order anything overnight.
Inventory
Remember our goal: Concentrate the cash on the components that make the most difference to your games.

The MSI K7N2-L has the Nvidia nForce2 IGP chipset, built-in 10/100 Ethernet, audio, five PCI slots and USB 2.0.
Want FireWire and the SoundStorm APU surround-sound audio? You need to spend a bit more, say $137 for the Asus A7N8X Deluxe or $147 for the MSI K7N2G-L.
* Memory: Two sticks of 256MB PC2700, $65
If you can find 128MB sticks, buy a pair instead. 256MB will take care of any game. Just get two, since you need two sticks of DDR RAM to take advantage of the nForce2's Dual Channel DDR.
Willing to spend more money? You'll get better performance from the CAS2 PC2700 rather than the CAS2.5 that comes with most generic DDR RAM.
* Graphics card: ATI Radeon 9500 Pro, $136
You could go with an nForce2 motherboard with onboard graphics. The motherboard would cost $30 to $40 more, but newer games, such as 'Unreal Tournament 2003,' will bring the onboard graphics to its knees. ATI's Radeon 9500 is the cheapest DirectX 9 graphics card out there.

* Hard drive: 60GB EIDE drive, $66
On Price Watch, 20GB drives start at $49 and often aren't listed with a brand. 60GB drives start at $66, and are usually Maxtor or Western Digital drives.

If you're only using the CD-ROM drive to install games and listen to the occasional audio CD, don't break the bank. If you want faster audio extraction (for making MP3s) and the ability to burn audio discs and data backups, get a CD burner ($50).
* Case and power supply: generic parts found on Price Watch, $18
This is a great time to recycle an old case. Buy a case from a yard sale. Keep an eye out for the best power supply you can get.

Firstly, the app won't install on English XP, because the screensaver file (something.scr) has a filename with Jap chars in it. However, simply copying the contents of Z:\Setup (substitute Z for appropriate drive letter) to your hard drive and running tsu_han.exe works fine.
However, I'm getting absolutely ABYSMAL performance from the "game" in windowed mode. I've got a 2GHz+ machine with a Radeon 9800 Pro graphics card and the game lags pathetically, and I haven't found a way to get to the settings save for editing the config file (tsu_han.cfg) directly - luckily it's not all in Japanese. Setting the game to fullscreen is a whole other story, that runs flawlessly.
I'll post again with more info (presumably most of the setup files can be safely deleted once the /Setup/ dir is on the HD) when I've played around some more with this.

Update: The settings _can_ be edited in-game, however the config window (which comes up when you right-click) is in japanese, so editing the .cfg directly should be easier if you don't want to guess what each setting does.

Update: I was right - after copying the folder to your HD, you can delete everything in it (not the subdirs) except for tsu_han.exe and the oddly named .scr file (the screensaver). tsu_han.cfg is the configuration and it is created anew with default settings if you delete it. tsu_han.dat holds the current state of the simulation (the savegame, so to speak). It also holds the names of all the items (in English).
So, HOWTO install on XP:
1) Download the IMG/CUE and mount them.
2) Copy Z:/Setup to your hard drive, including all subdirs.
3) Delete all the setup files, that is, everything except tsu_han.* and *.scr (if you need it). You can also just not copy those files over in the first place... :)
4) Run tsu_han.exe.
5) (Optional) Edit tsu_han.cfg manually using your favourite text editor.

The Osaka Simulator isn't really a game. It's a "Windows Desktop Accessory," sort of like a digital fishbowl that you watch. When you let it run as a program, sometimes Chiyo-Chichi will pop up and give you the option to buy items and accessories for Osaka to use. If you let it run in screensaver mode, Osaka seems to already have access to every item and piece of clothing.

Does anyone know how to rotate the camera? Holding down the left mouse button lets you move the camera, and using the scroll wheel (or holding down SHIFT+LMB) lets you zoom, but rotating I haven't found.

I'd say the game is bilingual. All the menu entries have tiny English sub-titles under them. Not like there is much to do in the game...Or at least much that I've figured out thus far ^_^;

Firstly, the app won't install on English XP, because the screensaver file (something.scr) has a filename with Jap chars in it. However, simply copying the contents of Z:\Setup (substitute Z for appropriate drive letter) to your hard drive and running tsu_han.exe works fine.
However, I'm getting absolutely ABYSMAL performance from the "game" in windowed mode. I've got a 2GHz+ machine with a Radeon 9800 Pro graphics card and the game lags pathetically, and I haven't found a way to get to the settings save for editing the config file (tsu_han.cfg) directly - luckily it's not all in Japanese. Setting the game to fullscreen is a whole other story, that runs flawlessly.
I'll post again with more info (presumably most of the setup files can be safely deleted once the /Setup/ dir is on the HD) when I've played around some more with this.

Update: The settings _can_ be edited in-game, however the config window (which comes up when you right-click) is in japanese, so editing the .cfg directly should be easier if you don't want to guess what each setting does.

Update: I was right - after copying the folder to your HD, you can delete everything in it (not the subdirs) except for tsu_han.exe and the oddly named .scr file (the screensaver). tsu_han.cfg is the configuration and it is created anew with default settings if you delete it. tsu_han.dat holds the current state of the simulation (the savegame, so to speak). It also holds the names of all the items (in English).
So, HOWTO install on XP:
1) Download the IMG/CUE and mount them.
2) Copy Z:/Setup to your hard drive, including all subdirs.
3) Delete all the setup files, that is, everything except tsu_han.* and *.scr (if you need it). You can also just not copy those files over in the first place... :)
4) Run tsu_han.exe.
5) (Optional) Edit tsu_han.cfg manually using your favourite text editor.

The Osaka Simulator isn't really a game. It's a "Windows Desktop Accessory," sort of like a digital fishbowl that you watch. When you let it run as a program, sometimes Chiyo-Chichi will pop up and give you the option to buy items and accessories for Osaka to use. If you let it run in screensaver mode, Osaka seems to already have access to every item and piece of clothing.

Does anyone know how to rotate the camera? Holding down the left mouse button lets you move the camera, and using the scroll wheel (or holding down SHIFT+LMB) lets you zoom, but rotating I haven't found.

I built the sculpture so it can break down easily into smaller parts, thus making it mobile. But as far as final episodes go, it was a satisfying conclusion to the series. The high points include finally learning something about Arisa's background and seeing everyone a little bit older.
Before Stellvia began airing back in April, I had little interest in the show. But, I didn't know much about it, either. After reading Jasconius' favorable review of the first episode, I decided to give it a try. I was impressed enough to continue, and as the show hit its stride, it quickly became my favorite of the season.
Throughout its run, there were some things that annoyed me, such as the unusual character designs and occasional weak animation. The story, however, was compelling - even if the basic premise wasn't terribly original. And the large cast of characters that grew and matured over the course of the series were always a joy to watch. While the show was clearly about Shima first and foremost, it benefited from having a true ensemble cast, all with their own stories. It almost makes you wish for a sequel.
I'm sad to see Uchu no Stellvia end, but it was a satisfying experience. It may never be considered a classic, but it'll remain a personal favorite for some time."

A government copyright panel Wednesday proposed charging royalties on rental manga comics and other books and magazines.
The panel, which reports to the education ministry's Council for Cultural Affairs, also proposed tougher penalties for copyright infringements made with harmful intent.
The ministry plans to introduce a bill to revise the Copyright Law in line with the panel's report in the Diet session that starts Monday.
The proposal followed complaints by cartoonists and authors who said large rental bookshops reap huge profits on their works at their own expenses.
A revision of the Copyright Law in 1984 required rental businesses to pay royalties to copyright holders for vinyl records and compact discs.
But it temporarily exempted books and magazines.
In its report, the panel suggested abolishing the exemption because ``circumstances have changed and the economic impact (of rentals) on copyright owners is now greater.''
Book rental businesses began proliferating about two years ago.
The report also proposed tougher penalties for copyright violations from the current maximum of three years imprisonment or 3 million yen in fines (100 million yen for businesses).
The panel said penalties should be raised to levels imposed under the Patent Law and the Trademark Law-up to five years in prison or a maximum 5 million yen in fines (150 million yen for businesses).
As a stronger deterrent, the proposal also allows prison terms and fines to be imposed for a single infringement.
The panel's report also acknowledged a recent trend where CDs produced abroad by Japanese companies are being imported into Japan and sold for less than the locally produced products.

There are a number of good reasons to use the specialized newsgroups.
The most important reason is that not everyone has unlimited access to Usenet. North America has an unusual telephone setup in that local calls are billed by the month - much of the rest of the world has telephone systems that bill local calls by the minute. People who live in these countries have to pay to download every set of message headers in the newsgroups they've subscribed to. Thus, they'd much rather only download the headers of messages they want to read. It's just polite to keep messages separated into the appropriate groups, so that you don't force these people to pay for information they don't want.
Also, the regular readers of specialized newsgroups share a common interest that may not be shared by people on rec.arts.anime.misc. If you're looking for a certain tidbit of information, you're more likely to find it on the appropriate specialized group. (For example, it's possible that some regulars on rec.arts.anime.misc may never have watched 'Ranma 1/2' - it's much more likely that the regulars on alt.fan.r-takahashi, alt.fan.ranma, alt.fan.ranma-one-half, or rec.arts.manga.takahashi will know minutiae like Tendo Akane's height and weight.)
Additionally, the specialized groups tend to get less traffic than rec.arts.anime.misc does. Your message is less likely to get 'lost in the crowd' in a smaller newsgroup.

With the launch of a 24-hour cable channel devoted to the Japanese animation pop-culture phenomenon and a live-action anime film in the pipeline, A.D. Vision is poised to further capitalize on what some entertainment industry observers are touting as a $4 billion industry.
In the past three years, the local company has experienced a 400 percent increase in growth, with six studios in Houston, two in Austin and offices in London and Tokyo.
For 2003, A.D. Vision will show revenue of between $70 million and $150 million, says Kevin Corcoran, chief operating officer.
In addition to 187 employees in the United States, A.D. Vision provides a livelihood for 200 to 250 actresses, actors, directors and private contractors who work on the company's ongoing projects.
Animated avenues
Japanese anime covers various mediums, from animated films and graphic novels to cartoon series and product spinoffs -- all avenues A.D. Vision is either currently invested in or is planning to pursue in the near future.
The company was founded 12 years ago when co-founder John Ledford, now president and CEO, began importing anime from Japan to capitalize on what he saw as a highly underserved market with a high demand for animated stories to accompany popular video games.
Ledford purchased the licensing rights to a film version of a best-selling video game sold by his young import and export firm.
'It made all its money back in 90 days,' says Ledford from the company's new office digs at the corner of Highway 59 and Beltway 8. 'So I bought another title and it paid for itself in 60 days. I bought a third title and it paid for itself two months before it was even released in pre-orders.'
Until recently, A.D. Vision continued to focus primarily on anime home video distribution.
Last year, the company launched NewType USA, now the best-selling monthly anime magazine in America with a monthly circulation of about 100,000. The publication, modeled after a Japanese version, sells for about $10 an issue and is put out by a full staff of editors and designers from the A.D. Vision offices in Houston.
In May of 2003, the company started ADV Manga to market graphic novels (manga in Japanese). The books boast titles like 'Those Who Hunt Elves' and the more popular 'Full Metal Panic' about a high school girl being tracked by terrorists who believe she possesses special powers. Those novels are also priced at about $10 a pop.
The company's main priority now centers on launching a 24-hour version of the Anime Network, which was first made available to video on-demand customers. In December, local viewers could order the channel through Time Warner Cable.
The company is in discussions with several cable companies to make a linear launch either in the first or second quarter of 2004 according to Corcoran.
'We're told it's just a matter of time,' he says.
Rasenberger Media President Cathy Rasenberger was hired by A.D. Vision to convince networks that a full-time anime channel will sell.
'ADV is dedicated to expanding and growing the genre across multiple platforms,' says Rasenberger.
Robotic film for jaded fans
In May, ADV Films acquired the rights to produce a live-action feature version of the hugely popular anime TV series 'Neon Genesis Evangelion,' the tale of a reluctant young man who must pilot a gigantic robotic weapon against an alien invasion.
Working on the pre-production with ADV Films is New Zealand-based Weta Workshop Ltd., the special-effects studio behind the 'Lord of the Rings' trilogy.
The venture doesn't mark the first time that a film featuring human actors will adapt an anime movie, but it does prove to be an aggressive move for the company says Fred Patten, an anime enthusiast and journalist known throughout the industry as an expert on the topic.
Patten says major movie studios have announced and then back-tracked on several live-action productions, and that has left hard-core anime fans skeptical.
'The fans at this point are a little jaded,' says Patten.
But he is encouraged by the fact that a smaller company like A.D. Vision, which has been licensing anime already produced in Japan for release, is talking about doing its own production.
'That's impressive,' says Patten."

The Mahoromatic: Summer Special DVD will be released on March 30, 2004 in three different editions. The DVD itself will contain the Summer TV Special and the two Japanese promo episodes for each TV season. The 36 minute long disc alone will retail at $14.98. The DVD with a complete Mahoromatic series DVD collector's box will retail at $24.98. The DVD with box and limited edition Mahoro figure will retail at $39.98.
Texhnolyze will premier on American DVD on April 6th in a $29.98 disc only version and $39.98 disc with series box version.

Worlds Within Worlds...: "But the most interesting thing in the article, IMO, is his direct comparison of the current popularity of manga to both the b&w crash and the 90s crash. He points out how bad the content was in much of the comics coming out in the b&w boom and how both crashes were driven by speculation instead of content (looking for the next TMNT breakout hit in the b&w crash, and the various chromium covers and such in the 90s crash). In comparison, he argues that a lot of the manga released is at least competent and that a lot of the people reading the stuff are actually fans of the stories and not driven by any sense of how much the stuff will be worth in a couple of years."
